बनारस हिंदू विश्वविद्यालय में छात्राओं के शांतिपूर्ण आंदोलन पर हुए पुलिसिया दमन और अत्याचार की न्यायिक जांच के आदेश आ चुके हैं और विश्वविद्यालय के चीफ प्रॉक्टर को बरखास्त कर दिया गया है, लेकिन विरोध प्रदर्शनों का सिलसिला लगातार बढ़ता जा रहा है। तमाम अलग-अलग हलकों से इस घटना पर देर से ही सही, अब बयान जारी किए जा रहे हैं।
बुधवार तक कई संगठनों और समूहों की ओर से घटना की निंदा करते हुए बयान आए हैं। इनमें सभी को यहां स्थान दे पाना संभव नहीं है, लेकिन संक्षेप में नीचे हम कुछ अहम बयानों को संकलित कर रहे हैं।

महोदय,
आपके संज्ञान में लाना है कि यौन हिंसा के विरुद्ध कार्रवाई की मांग को लेकर; काशी हिन्दू विश्वविद्यालय, वाराणसी की छात्राओं ने विगत 22 सितम्बर को शांतिपूर्ण तरीके से आन्दोलन शुरू किया| विश्वविद्यालय के सिंहद्वार पर धरने पर बैठी छात्राओं की मांग थी कि कुलपति जी.सी. त्रिपाठी उनसे संवाद करें और आश्वासन दें कि परिसर में आए दिन होने वाली यौन हिंसा की घटनाओं पर रोक लगाने के उपाय किये जायेंगे|
अत्यंत दुखद है कि कुलपति महोदय ने छात्राओं से संवाद करने की कोई जरूरत तो नहीं ही समझी, उलटे शांतिपूर्ण तरीके से आन्दोलन कर रही छात्राओं पर 23 सितम्बर की रात पुरुष सुरक्षाकर्मियों-पुलिसकर्मियों से लाठीचार्ज करवा दिया गया; इस लाठीचार्ज में कई छात्राएं घायल हो गईं|
अखबारों से प्राप्त जानकारी के मुताबिक़; इस प्रकरण की जांच के लिए गठित वाराणसी कमिश्नर की कमेटी ने कुलपति जी.सी. त्रिपाठी की भूमिका पर सवालिया निशान लगाए हैं|
विश्वविद्यालय में पठन-पाठन का माहौल बने, बनारस में अमन-चैन का माहौल कायम हो; इसके लिए जरुरी है कि अपनी जिम्मेदारियों के निर्वहन में असफल साबित हो चुके; प्रोफ़ेसर जी.सी. त्रिपाठी को कुलपति पद से बरखास्त किया जाए; ताकि यह नजीर स्थापित हो सके कि कुलपति जैसे महत्वपूर्ण पदों पर बैठे लोगों को यौन हिंसा के प्रति लापरवाही बरतने और कैम्पस-लोकतंत्र से खिलवाड़ करने की छूट नहीं दी जा सकती है|

In the midnight of 23 September 2017, the UP police, PAC and paramilitary forces cracked down upon the girl students protesting against the sexual molestation of one of them and demanding safety and security in the BHU campus, with brute force and grievously injured many of them.
Incidents of sexual harassment of girl students by lumpen elements were commonly complained against for years but the BHU administration did not pay any heed. On 21 September a second year Fine Arts girl student was molested by some bikers while she was returning to her hostel at around 6.20 pm. The girl suffered injuries on her private parts and had fainted on road. The security guards few meters away from the site of the incident reportedly did not help and on complaining, they allegedly responded with misogynist remarks and snubbed the girls for not being careful while moving alone in the dark. Even the hostel warden instead of taking the compliant with due seriousness questioned the character off the victim. The proctorial board did not respond and rather wanted to suppress the issue citing Prime Minister Modi’s scheduled visit to his Lok Sabha constituency.
Furious over the inaction of the administration, the girl students staged demonstration at the BHU gate holding placards that read, “Stop victim blaming” and shouting slogans against the university administration. They demanded security, equality and justice. BHU has been in news for its moral policing under the Sanghi Vice Chancellor Girish Chandra Tripathi and his infamous KHAP-like curfew rule imprisoning the girl students in their hostels after 7 pm. One of the slogans pertinently revealed the open gender discrimination the girls faced in BHU: “University hamari ho gayi KHAP, Baap re Baap, Baap re Baap”! Students had occupied and closed the BHU main gate by afternoon.
By the evening the administration called in police and para military force. They took positions around the main gate and the VC’s house. The girl students ignored them and even the dictate and continued their agitation through night to 23 September. The agitation captured nationwide attention of media and people. Narendra Modi who was on visit to Varanasi was reportedly not allowed to enter the BHU and was forced to change his route.
ABVP called the BHU protest as political stunt against Modi and for defaming the university. They, in hand and gloves with the administration, spread rumours that the protesting students had defiled the statue of Madan Mohan Malaviya, which was enthusiastically flashed by certain media channels. While the protests gathered momentum all through the day, in the night around 11 pm, the police and para military forces cracked down upon the students. The police and administrator had usual defence that they were provoked to take action as the protesters, 80 per cent of whom were outsiders as claimed by them, had turned violent. There were no signs, however, of any such violent act or anybody being outsider. A cell-phone video showing two policemen mercilessly raining blows on a girl student has clearly exposed the vicious attitude of the administration against the students expressing their dissent peacefully.
The ALL India Council for Students’ Struggle (AICSS) strongly condemns the BHU administration and the brutal attack of the Police force on the students.
It demands
– Independent enquiry by a retired High Court judge into the incident as well as the maladministration of the BHU with regard to girl students’ rights
– Punish those in the administration for calling in Police into the campus and those guilty of brutal charge.
– Scrap the discriminatory rule against girl students in BHU
– Fulfill all the demands of students have raised regarding safety, security, equality and justice.
यौन हिंसा और राजकीय हिंसा के खिलाफ महिलाएं

24 सितम्बर। इलाहाबाद। हम डब्ल्यूएसएस के लोगछेड़खानी के खिलाफ अनशन पर बैठी छात्राआंे पर पुलिसप्रशासन द्वारा किये गये बर्बर लाठीचार्ज की कड़े शब्दों मेंनिंदा करते हैं, तथा ऐसा करने का आदेश देने वालों पर कड़ीकार्यवाही करने की मांग करते हैं।
जैसा कि अब सामने आ चुका है कि 21 सितम्बर कोबीएचयू कैम्पस के अन्दर स्थित त्रिवेणी छात्रावास के सामने बीएफए की एक छात्रा के साथ वहां के एक लड़के नेबदतमीजी की और विरोध करने पर रेप करने की धमकी भीदी। इसकी शिकायत लेकर जब वह लड़की छात्रावास कीवार्डेन के पास गयी तो वार्डेन ने उल्टे उसे ही कहा कि इतनीदेर तक हास्टल के बारह क्यों थीं। वैसे तो लड़कियां या कोईभी नागरिक जिस भी समय घर से बाहर हो उसकी सुरक्षा कीजिम्मेदारी सम्बन्धित शासन प्रशासन की होनी चाहिए,लेकिन जिस वक्त यह घटना हुई शाम के छ ही बजे थे। छात्राको चुप रहने की सलाह दी गयी। इस बात से छात्राओं में रोषबढ़ गया। अगले दन सुबह से ही छात्रावास की लड़कियांबीएचयू के मुख्य गेट पर इकट्ठी हो गयीं और घटना के विरोधके साथ बीएचयू प्रशासन से कैम्पस में सुरक्षित माहौल देनेकी मांग करने लगी। इसे लेकर इनकी मांगें बेहद सामान्य थी,जिसे प्रशासन आराम से स्वीकार कर सकता था और उसेकरना भी चाहिए। लेकिन मानने की बजाय प्रशासन ने औरवीसी ने लड़कियों से मिलना और उन्हें आश्वस्त करना भीजरूरी नहीं समझा। इसलिए गेट पर लड़कियों का कांरवाबढ़ता गया। 22 की सुबह से 23 सितम्बर की रात तक वे गेटपर ही बैठकर धरना देती रहीं।
यह बेहद शर्मनाक है कि इन्हें सुरक्षा का आश्वासन देने कीबजाय 23 सितम्बर की रात बिना किसी चेतावनी के इन परबर्बर लाठीचार्ज किया गया। यह भी आपत्तिजनक है किलाठीचार्ज के वक्त महिला पुलिस नहीं बल्कि पुलिस सिपाहीमौजूद थे, जिन्होंने लड़कियों से धक्कामुक्की भी की औरउन्हें बुरी तरह पीटा। इस दौरान महिला पुलिस को पीछे करदिया गया। यह गैरकानूनी भी है हम इसकी कड़े शब्दों मेंनिंदा करते हैं।
इस लाठीचार्ज में लड़कियों को काफी चोट आयी है, लेकिनइसी घायलावस्था में उनसे छात्रावास खाली करनेे को कहदिया गया है। विश्ववि़द्यालय प्रशाासन ने इस अवस्था मेंलड़कियों को सड़क पर असुरक्षित छोड़ दिया है। यह उनकीएक और बड़ी गलती है। हम विश्वविद्यालय प्रशासन की इसशर्मनाक कार्यवाही की निंदा करते हैं।
बीएचयू की लड़कियों के साथ प्रशासनिक भेदभाव कईसालों से चलता आ रहा है, लेकिन पिछले दो सालों से यहअपने चरम पर है। यहां की लड़कियों को छात्रावासों मेंनानवेज खाने पर रोक लगा दी गयी है रात में नेट सर्फिंग पररोक, फोन करने पर रोक, देर तक हॉस्टल से बाहर रहने पररोक और कई तरह की रोक लगाई जा रही है। गौरतलब हैकि यहां पर देर का मतलब शाम छ बजे के बाद से शुरू होजाता है। जबकि यहां पढ़ने वाले लड़कों पर ऐसी कोई पाबंदीनहीं है। लड़कियों ने जब इसका विरोध किया तो नये सत्र मेंइन्हें छात्रावास देते समय ऐसे कागज पर हस्ताक्षर करा लियागया, जिसमें लिखा था कि वे किसी धरना, प्रदर्शन याराजनैतिक गतिविधि में हिस्सेदारी नहीं करेंगी। बीएचयू केवीसी और प्राक्टर का इन सभी बातों के लिए यह तर्क है किवे लड़कियों को ‘संस्कारी’ बनाना चाहते हैं। इससे उलटकैम्पस के अन्दर लड़कों की अराजकता दिन पर दिन बढ़तीही जा रही है, ये लड़के लड़कियों के छात्रावासों के आगेघूमते हैं, उनके साथ अभद्र व्यवहार करते हैं, कैम्पस केअन्दर और गेट पर जा रही लड़कियों पर अश्लील फब्तियांकसते हैं, उन्हें रोकने का प्रयास करते है, अश्लील हरकतेकरते हैं, लड़कियों के छात्रावास की खिड़कियों पर पत्थरफेंकते हैं, लड़कियों को पकड़ने और छूने की हर संभवकोशिश करते हैं। कैम्पस के अन्दर के इस महिला विरोधीमाहौल पर वीसी मौन रहते हैं। बल्कि लड़कियों को ही‘संस्कारी बनने की, चुप रहने की और सूर्यास्त के पहलेछात्रावासों के अन्दर आ जाने की सलाह देते हैं, न सिर्फसलाह देते हैं, बल्कि उसे लागू करने के लिए ऐसे हीअनुशासन भी बनवाते हैं।
डब्ल्यूएसएस की प्रदेश इकाई बीएचयू में छात्राओं पर हुएबर्ब लाठीचार्ज की, साथ ही लड़कियों के लिए बनाये गये इसअसुरक्षित और गैरजनवादी माहौल की निंदा करते हैं। हमइसके खिलाफ वहां चल रहे आन्दोलन का समर्थन करते हुएदोषी पुलिस कर्मियों तथा विवि प्रशासन पर कार्यवाही करनेकी मांग करते हैं।

Dear Sir
We alumni of Banaras Hindu University would like to convey to you our sense of concern about the recent developments at our alma mater namely Banaras Hindu University. Developments which have brought forward the issue of safety and security of girl students on the campus and administrations callous attitude towards it.
We are pained to learn that the administration refused to take any action against sexual harassment of a first year student at the hands of three bike borne men near Bharat Bhavan when she was returning to the hostel at around 6 p.m. (21 st September). It is tremendously distubing to learn that higher officials rather tried to shame her only allegedly by saying that ‘why she was out till that time’ or ‘they (molesters) have only touched you and not done anything else’.
Media reports tell us that there was nothing unusual about the response of these officials, in fact, gender discrimination has been rather normalised in this august institution. Restrictions have been put on the 24 hours cyber library started on campus by earlier VC (Vice Chancellor) predecessor, as the present VC believes that students use the facility to watch pornography. Girls’ hostel gates are shut at 6 pm, they are not to use mobile phones after 8 pm, are not served non-vegetarian food in the mess and are required to sign a statement declaring that they’ll not participate in any protest against the university. According the VC such steps are necessary to make them ‘cultured’. All this has allowed breeding of a culture on campus which has become oppressive for the girls and on the other hand indulging in misdemeanour by truant men is ignored or incidents are covered up.
We feel that it is a travesty of justice that when the pent up anger of the girl students against regular incidents of sexual harassment on the campus and institutionalised gender discrimination exploded in the form of a peaceful dharana at the University gates – which drew widespread support – the administration not only tried to browbeat them by using time tested methods of repression, brutalisation, criminalisation but has also tried to stigmatise it by saying that ánti-national’ elements are behind it. As of now cases against more than 1,200 unknown students have been lodged by the police under various criminal provisions.
We learn that despite video proof of police highhandedness – where male police were seen brutalising girl students and other women staff -the administration led by the Vice Chancellor G C Tripathy is still maintaining that violence unleashed on students is mere propaganda and the whole issue was blown up out of proportion by oppositional elements. In fact, a section of the ruling establishment is trying to belittle the historic significance of this spontaneous movement of girl students mostly coming from poor and middle class families from eastern Uttar Pradesh and Bihar- which is reverberating across campuses across the country – against gender oppression and discrimination, which has completely exposed the hollowness of the ‘Beti Bachao – Beti Padhao’ slogan, as handiwork of ‘leftist elements’.
It has been widely reported that the district administration itself holds a very different view of the situation and has blamed the University administration itself for the violence. In his report, the commissioner has emphasised that the University administration did not deal with victim complaint in a sensitive manner, and didn’t handle the situation on time, leading to the protests.’
Anyone conversant with the campus life would admit today that with the ascendance of the present Vice Chancellor to the top post situation on the campus has gone from bad to worse. His anti-academic, regressive, arrogant attitude has vitiated the atmosphere of BHU, and the University needs to be saved from its own VC.
Dear Sir, if this prestigious university, which has been a product of our independence movement, is still allowed to be governed by the present Vice Chancellor – whose only qualification seems to be closeness to a particular ideology – the situation may become further worse. It is high time that urgent steps are taken to save the University from regressive elements:
– We demand that either the present VC either leaves the university immediately taking moral responsibility for mishandling this episode or is sacked with immediate effect. And since the proctorial board has proved itself inept in handling the situation, it be sacked immediately
– We also demand that all cases lodged against students be immediately withdrawn.
– We demand immediate lightening all roads, installation of CC TV cameras and formalising a proper security infrastructure which can provide security at various points in the campus.
– We demand that the University forms a committee in light of directives of the Supreme Court and High Court in Vishakha case for solving problems of girl students and hostel inmates and which should have proper representation of girl students as well as other women associated with the university at various levels
